V009 Reuploaded - Resolution Fix

Reuploaded again the v009 due by default the "sg.ResolutionQuality" was on 75 instead of 100.
You can change it on GameUserSettings.ini at "UnrealRacing\Saved\Config\WindowsNoEditor" or ingame pressing 0 that switch from 75/100.
This was made to people with lowend PCs. With that even a 1050gtx can play the game.
